I don't think there is any research that says one time is better than any other. I think it depends on when works best for you! Some people like to work out first thing in the morning so they start their day off right. Others need the extra hour of sleep in the morning so they prefer to work out later in the day. Do what works for you!
As for food... I personally don't like working out on an empty stomach. Even if I work out in the morning I need to have a small bite to eat before hand. If you have food in your stomach your body won't metabolize that while you are working out, it'll use the energy stored elsewhere. (During a workout your body is too busy making sure all your cells are getting enough oxygen etc to worry about secondary functions such as digestion.) Eat regularly and you won't ever have a stuffed belly that might make you uncomfortable during a workout.
