The Blog Placement?

I noticed, that whenever I write my blogs they never get placed on the top of the page, always like 7 or so blogs down. Is that because I save the blogs while writing? Does the site counts the time of publishing as the time of the first 'save', as opposite to the time you hit 'publish' button? No big deal, obviously, but just curious.
